The Infrastructure Project Assessment Tool (IPAT)
The IPAT is a tool that can be used for ex ante and ex post
evaluation of Large Infrastructure Projects, as well as monitoring
and benchmarking. The objectives of the IPAT are:
To develop a method to assess 'the maturity' of Large
Infrastructure Projects and to improve project
organisations.

The tool builds on the NETLIPSE 2006-2008 research results,
namely best practices and lessons learnt in the management and
organization of large infrastructure projects.
In addition to the development of the IPAT, a training programme
is being developed to train competent IPAT-assessors to use and
apply the IPAT. Trained IPAT-assessors will be certified.
The IPAT consist of the following themes, to be researched for
each project:
- Political context
- Objectives, Purpose and Business Case (value)
- Functional Specification and Scope
- Interface,management
- Stakeholder management
- Financial management
- Legal aspects and permits
- Technology
- Knowledge management
- Organisation and Management
- Contracting
- Risks (threats and opportunities)

Organisational Focus
The primary element of study is to assess the Project Delivery
Organisation. The Project Delivery Organisation is the project
organisation that has the responsibility to plan and execute the
project. A crucial element in this assessment is the relationship
between the PDO with the Client/ Sponsor.
